Item upgrades can be used to improve the stats of an item. Based on the type of upgrade it could boost an item's Mark Level or Rarity and boost additional stats.

Item Level
The value of an item's basic stats increases when it is upgraded. This is the sum of all its upgraded perks (attack, magic attack and defense). The level of an item is a widely used measure of power, and is visible on all tooltips for items. It can also be used to determine a gating condition when waiting to queue for dungeons and scenarios and raids, and to limit the amount of PvP gear players can wear (since PvP is restricted to an lower level). The average level of the item can be found on the character sheet.
Using the item level can help players evaluate the potency of gear when they decide to buy or sell. It's a useful indicator of an item's quality and the amount of damage it will be capable of causing. The Best item upgrader level can also be used to evaluate items when looking at a vendor's inventory.
On your PC, you can see the level of the item by pressing ALT or using the left stick on XB1 or PS4. This will display the item's full description, including the ilvl. It can also be located by hovering over an item using the mouse cursor and typing /itemlevel into chat.
There are a few theories about how the item level calculation is made. One theory is that the item level is a numerical value derived from a formula which calculates how much an Best item upgrade's stats are worth. Item Stats
The stats of an item are a major element in what makes or breaks an item for players. The upgrades to an item can boost its stats. The rarity of an item determines its cost of upgrading. For instance, a grey or white item will only be upgraded once, whereas items with rare tiers will be upgraded several times with higher prices.
Another way to change the stats of an item is through affixes. These are special stat boosts that can be added to an item by the player and come in a variety of sizes and shapes. Affixes are used to provide items with extra damage, special abilities (such as revitalizing dead or reducing cooling downs), or to distinguish them by adding a name.
All affixes can be re-rolled at the moment by selecting them in the upgrade menu and pressing the green button. This will cost a certain amount of gold and other items. They can also be used as upgrade gauges, similar to other rerolling methods.
Players can choose to upgrade an item to a specific stat or reroll affixes. The range of stats determined by the item's level. However every item will have at least one stat within that range unless they are a unique item, or an item that has a God Roll from a boss in a raid.
Another thing that could change is the option to upgrade equipment without having to roll the attaches, or select which stats to increase. Similar to the base equipment, it will have to be done per item and the interface for item comparison wouldn't display all possible stats simultaneously.
Item Luck
The Luck stat of a player can increase the likelihood of locating items and the properties that are spawned by loot and the intensity of these properties. However, it does not directly affect damage or the ability to upgrade items. It merely gives players a chance to upgrade their equipment in earlier waves, and is therefore more beneficial in the early game as opposed to later ones, since most players prefer more powerful weapon scaling and defenses over raw damage gains.
In addition to influencing item discovery, Luck also increases the probability of success when upgrading items using the Blacksmith. This should not be confused with the Blacksmith's overall upgrade chance which increases with each level of the item and can be further enhanced through the use of an anti-material such as a Scroll of Strength or a Jewel of Blessing.
Weapons, armor, and shields can be created or spawned with the Luck property, with a default value of 40. These items can be improved by using golden ingots or spined leather (depending on their material type) for a further +40 luck or to boost the luck of the item to 140.
Additionally there are certain items, such as the Hollow weapon that is infused with hollow, can be equipped to boost the damage of any damage-dealing skill by 5%. These items can be purchased from the shop, or they can be constructed using the right ingredients.

Upgrades to items can be costly and not all upgrades will be successful. However, there are cash shop items which allow players to increase their chance of success or stop them from losing an item in the event that the upgrade fails.
When you upgrade an item the success rate is shown in the Honing UI. The percentage represents the probability of successfully upgrading the item, and it can be increased by adding Additional Materials or Special Materials. The probability of success can only be increased by so high, and the probability that an upgrade will fail cannot exceed 100%..
The luck of an item can also influence the success of an upgrade. Every item has an overall success rate of 25 percent, and every item with Luck increases this chance by 5%.
Note that upgrades to items are rendered above the items in the inventory which means that enchantment glints and other effects can be obscured by the overlays. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
