Upgrades to an item are a way to boost the stats of an item. Depending on the upgrade type it can boost an item's Mark Level or Rarity and boost additional stats.
The process of upgrading equipment in The War Within requires a certain number of Flightstones and Crests and each item comes with an upgrade track. Each upgrade increases the price of the next item by a specific amount.
Item Level
When an item gets upgraded, its base stats are increased in value. This is the sum of all of an item's leveled-up perks (attack magic attack and defense). Upgrading items can be expensive depending on the upgrader and the kind of upgrade you decide to perform. This is due to the sheer number of perks that need to be altered to upgrade an item.
Item level is a widely used measurement of power and can be found on all tooltips of items. It also serves as a gating requirement while queueing for dungeons, raids and scenarios, and to limit the amount of PvP gear a player can wear (since PvP is restricted to a lower level). The average level of an item is listed on the character sheet.
Utilizing the level of an item can help players evaluate the potency of gear when they decide to buy or sell. It's a sign of the damage and its quality. Comparing items from the inventory of a seller can be done by using the item's level.
On PC, you can check the level of the item upgrade using ALT, or by using the left stick on XB1 or PS4. The item will be displayed with its full description, including ilvl. It can also be located by hovering over an item with the mouse cursor, and then typing /itemlevel in chat.
There are many theories about how the level of an item is determined. One theory is that the item level is a number that comes from a formula which calculates the value of an item upgrader's stats are worth. It takes into consideration that different perks are valued differently, and that gems found in sockets boost the value of the item. This can result in an item's ilvl which is calculated and is usually very close to Blizzard's actual level of the item.
However, this is not the only factor that affects an item's ilvl, as the level of the region the item is dropped into can alter the value of its stats, such as by adding an additional level to its haste or crit rating. Items dropped in higher-level instances will have a higher ilvl.

Item stats can make or break an item for players. The game makes use of a lot of them in various ways to encourage players to use multiple weapons, and to prevent one weapon from being "the most effective." The stat mods of weapons boost base stats. These stat mods are then boosted by a player's skill.
The upgrades to an item can increase its stats. The upgrade costs are determined by the rarity of the item. A white or grey item, for example, will only be upgraded once and items with rare tiers may be upgraded several times at higher prices.
Another method to alter the stats on an item is to use affixes. They are stat boosts which can be added by the player to an item. The affixes are used to provide items with extra damage, special abilities (such as the ability to revive dead or reduce cooling downs) or to differentiate them by adding a name.
At present, all affixes can be changed by selecting them from the upgrade window and pressing the green button, which is accompanied by circles arrows. This process will cost the player a certain amount of gold as well as items that can be used to add to the upgrade gauge in the same manner as other rerolling options.
Players can choose to upgrade an item with a specific stat, or reroll the affixes. The possible stat ranges of an item are determined by the level of the item, but all items are guaranteed to have at minimum one stat within that range, unless it's a unique item or a God roll from a boss of a raid.
Another thing that could change is the option to upgrade equipment without having to reroll the attaches, or select which stats to increase. But as with base equipment, this would have to be performed on a per-item basis, and the interface for comparing items would not display all the possible stats gained or lost at once.
Item Luck
A player's Luck stat stacks up to increase the likelihood of finding items and the properties that are spawned from loot drops and the strength of the properties. However, it doesn't directly affect damage or the ability to upgrade items. It simply gives players a possibility to obtain better equipment earlier in the game and is thus more useful in the initial game run than in later ones, since most players prefer more powerful weapon scaling and defenses over raw damage gains.
In addition to influencing item upgrading discovery, Luck also increases the chance of success when upgrading items with the Blacksmith. This is not to be confused with the Blacksmith’s overall upgrade chances, which increase with each new level of item. It is also possible to be increased with the use of anti-materials like a Scroll of Strength and a Jewel of Blessing.
The shields, armor and weapons have a default Luck value of 40. These items can then be upgraded with golden ingots, spined leather or oak boards (depending on the item's material type) to grant an additional +40 Luck or to increase the luck of an item, up to 140.
Certain items, like the weapon with Hollow-infused components can also be outfitted to increase the damage of any ability that is able to deal damage by 5%. These items are available at the store or made using the correct ingredients.
Item Failure
Not all upgrades work. However, there are some cash shop items which allow players to increase their chance of success or stop them from losing an item if the upgrade is unsuccessful.
The success rate of an upgrade can be seen in the Honing UI. The percentage is the chances of completing the upgrade successfully, and it can be increased by adding Additional Materials or Special Materials. The chance of success can only be increased as much, and the likelihood that the upgrade will fail cannot be greater than 100%..
The success of an upgrade is also affected by the luck of the item. Every item has an overall success rate of 25%, and each item with Luck increases the chance of success by five percent.
Note that upgrades to items are rendered above the inventory items, so enchantment glint and other effects can be masked by them. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
