José Damián Bogas Gálvez (born 1955, Madrid) is a Spanish engineer and business executive. He served as chief executive officer of Endesa, the Spanish electric utility, from 2014 to April 2026, when he stepped down and was designated an external director of the company.

Bogas is married and has two daughters. He trained as an industrial engineer and spent almost his entire professional career at Endesa, joining the company in 1982 and rising over more than four decades to its top executive position.

Early life and education

Bogas was born in Madrid in 1955. He studied industrial engineering at ICAI, the Escuela Superior Industrial of the Universidad Pontificia Comillas, in Madrid.

Career

Early career and entry to Endesa (1982)

Bogas began his professional career working in computing, first at a railway subsidiary of Westinghouse and later at ERIA. In 1982 he joined Endesa, where he would spend the remainder of his career.

Adviser to the Ministry of Industry and Energy (1985 to 1988)

From 1985 to 1988, Bogas served as an advisory board member at Spain's Ministry of Industry and Energy (MINEO). In that role he worked on the design of the Marco Legal Estable, or Stable Legal Framework, the regulatory model for the Spanish electricity market that was in force from 1988 to 1997.

Director general of Endesa Spain and Portugal (2004 to 2014)

In 2004, Bogas was appointed director general of Endesa España y Portugal, the company's Spanish and Portuguese business. He held that position until 2014.

Chief executive officer of Endesa (2014 to 2026)

In 2014, Bogas was named consejero delegado, or chief executive officer, of Endesa. He remained chief executive until April 2026, when he ceased to hold the post and was designated an external director of the company.

As chief executive, Bogas took public positions on Spanish energy policy. He supported decarbonising the electricity system through renewable energy, and although he aligned himself with the closure of nuclear power plants agreed with the Spanish government, he also defended a continuing role for nuclear power in the energy transition, arguing that the government should lower the taxes levied on nuclear electricity production during the energy crisis.

In December 2020, Bogas publicly backed the government's proposal to create the Fondo Nacional para la Sostenibilidad del Sistema Eléctrico, the National Fund for the Sustainability of the Electricity System (FNSSE). He described it as "fundamental for achieving the decarbonisation of the energy system" and said it would help correct the imbalance behind one of Europe's most expensive electricity bills, so that consumers would not bear alone the cost of developing renewables and cogeneration.

Following the rise in energy commodity prices that began in the summer of 2021, Bogas took an active public role, pointing to the price of gas as the main driver of rising electricity prices. He called on the government to reform Spain's regulated electricity tariff to protect customers from volatility in the daily wholesale market, pressed for measures to contain energy price rises, and requested an adjustment of the subsidies paid to renewable generators.

In May 2022, Bogas warned about the so called Iberian exception, a mechanism approved by the Spanish and Portuguese governments to cap the price of gas used in electricity generation on the Iberian peninsula. He said the mechanism could help reduce consumer bills, but could also distort energy prices or gas consumption.

Alongside his executive role, Bogas has served as vice president of the Fundación Endesa, honorary vice president and a board member of the Club Español de la Energía (Spanish Energy Club), and a member of the board of directors of AELEC, the Spanish electricity companies association.

External director (2026 to present)

Since ceasing to be chief executive in April 2026, Bogas has served as an external, non-executive director of Endesa.

Assessment

Bogas's career at Endesa ran for more than four decades, from a technical role taken on in 1982 to the company's most senior executive position. His posting as an adviser to the Ministry of Industry and Energy in the 1980s gave him a direct role in shaping the Marco Legal Estable, the regulatory framework that would later govern the market he ran as an executive.

As chief executive, Bogas presented himself as a supporter of decarbonisation and renewable energy while also defending continued tax relief for nuclear generation, a position that combined acceptance of the government's nuclear phase-out agreement with continued advocacy on behalf of the sector's existing nuclear plants. During the 2021 to 2022 energy crisis, he was a vocal public commentator on gas pricing and electricity tariff regulation, repeatedly pressing the government for reform, positions that also aligned with the company's commercial interests as a major electricity supplier. The dossier gives no detail on the circumstances of his April 2026 move from chief executive to external director, or on who succeeded him as chief executive.
